As of now, all 29 states and 2 union territories (Delhi and Puducherry) have Vidhan Sabha, but, only 7 out of 29 states have Vidhan Parishad. The seven states are Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka, Maharashtra, and Uttar Pradesh.
Difference between Vidhan Sabha and Vidhan Parishad
Members of Vidhan Sabha (or MLA) are directly elected representatives of people, whereas members of Vidhan Parishad (known as MLC) are indirectly elected. They get elected by members of local civic bodies and Governer of the state.
Vidhan Sabha can be dissolved by order of President, but Vidhan Parishad cannot be dissolved. It is Permanent House of the Assembly like Rajya Sabha.
Similarly, tenure for Vidhan Sabha is 5 year and tenure for Vidhan Parishad is 6 years.
The maximum strength of a Vidhan Sabha is 500 whereas the size of Vidhan Parishad cannot be more than one-third of Vidhan Sabha.
On flip side, the minimus strength of Vidhan Sabha is 60 and Vidhan Parishad is 40. Though, this strength can be reduced to a lower number on the basis of population and other demographical factors.
Uttar Pradesh has highest number of Vidhan Sabha (403) and Vidhan Parishad (100) members.
Goa (40), Sikkim (32), Mizoram (40) and Puducherry (30) are four states which have lower number of Vidhan Seats than required minimum strength. Similarly, Jammu and Kashmir has only 36 Vidhan Parishad member, four short of required minimum strength.
Delhi (70) and Puducherry (30) are only two union territories with a Vidhan Sabha. It is important to note that no union territory has a Vidhan Parishad.
